I don't think it can be done low cost.

I am running my VPN through my own server now, and it's not low cost. The most common option is OpenVPN which will run on your server, or VM, but most providers won't allow you to set it up by yourself, they will do it for you and charge you for that.

The major plus is you will be going through your own private IP address which is most probably not marked as suspicious anywhere, and you will be going through the same IP all the time. Downside besides money is it will take up CPU time from your server or VM and if you also host a (professional) website it might impact the performance of that website.

No offense but seems you rely on managed hosting which is kind of last week, or last decade.

Today even with little past experience, thanks to tutorials, you can run your own private VPN in the cloud. I recommend DigitalOcean, monthly plans start at $5 and should be enough for one person.

No reason to pay a lot, if you need a webserver spend another $5 and have a dedicated webserver.

Yes, you can run a basic VM with shared CPU with them for 5$ per month, which equals 60$ per year, which isn't low cost compared to a VPN subscription. A dedicated CPU starts at 40$ per month with them, which also isn't low cost. A dedicated webserver with shared CPU is last week, or last decade....

Plus.... They're an American company, not everyone wants their data to pass through a US company.

Right, a low cost VM which is what we were talking about no?

My VPN is 120 a year or so. I would not consider a private one since I prefer to have many nodes to choose from. But 60 a year does not appear very costly if what you're looking for is a simple private VPN.

And no, cloud hosting is not last decade lol

Yes, having many nodes to choose from has many benefits, but using the same IP each and every time also has benefits. Whether 60$, or 120$ a year for a VPN is costly or not depends on the use I guess. When using it for work, or business, it's definitely worth it, especially when you live in Cambodia and you want you messages to be delivered in the inbox of the receiver instead of the SPAM box by default. I guess most people are not willing to pay that for the privacy of VPN and consider it too expensive.

And no, cloud isn't last decade.

I suppose for personal use I would prefer to spend less. Still the low cost shared ones are a few bucks a month so $5 for private still seems ok if you think that you need a private one. Cause I would argue most people don't.

Right now Nord VPN, one I may or may not use, has an offer of $3.71 a month for 2 years. Not a bad price for a highly rated VPN. Sometimes is useful to have if you want to watch a movie, and it costs money from the streaming service in your country, but is free elsewhere, not that I would ever do that of course. Also the search engines work differently in different areas, so has some advantages there. I have not tried this one in China but have heard from others that it works there. There are free VPNs, one I did try in China some years ago and did work, but really who would want to trust a "free" VPN.
I wish I knew a whole lot more, or a whole lot less.

I was contacted by Ezecom to advise thatthey have taken over Digi. Went to Digi website but all is finished . Page will not load.

Trying to get info from Ezecom but no response now.
