If your ABA App is linked to a "current" Cambodian Sim Card telephone number and your ABA account is used regularly, you won't have a problem using it in a foreign country. I used my ABA APP in my home country for a few years without issues. But at the time I was visiting Cambodia regularly, using my local Cambo tel number and the APP i.e. my regular usage kept everything ticking over.
However, with this pandemic, and not being able to go to Cambodia, I neglected to use the APP for over a year, plus I never "topped up " the credit on my Cambodian Sim Card. The result is ABA locked me out of the APP ,when I tried to access it they send a code to the telephone number linked to the account ie my now expired Cambodian Sim Card telephone number. I am now in the poo poo.
This was my own fault, as I simply took it all for granted.....I actually agree with the security precautions they have.
The killer is that you could of topped up your sim for $1 with the app if you didn’t let it expire .. Catch 22

Really makes it obvious. that when you’re dead so dies your account , if it’s that difficult to get your own money how the hell will your next of kin ever get it ?
Gotta make a separate ( joint ) account for junior

I think they closed that 1 Jan last.

One reason I like also having an account with Acleda as they still have theirs for extra flexibility...albeit they charge 50c/ month and they gave me a dongle thingy for OTP.

Once authenticated, those bank apps typically work without the need to keep the SIM card in place. I'm using bank apps from four countries (including Cambodia: ABA and Wing) on a regular basis, but only have one or two SIM cards in my phone at any given time. It's a pain to keep all those SIM cards alive though, and I dread losing a phone with SIM cards inside as they are almost impossible to replace from another country.

But, I was in US using my US sim card...dual sim card phone..
I couldn't buy anything...
Plus, Canadia turned off my account in PP because I had used it for a year.
It was a savings account...my fall back money.
I ended up having to take bus from Kampot to PP and go to the bank in person...
Never dreamed my savings account would be frozen..
Plus, never dreamed that Canadia in PP is not the same as Sihanouk or Kampot...
Unlike US where banks have branches.
I got to Sihanouk years ago with checking and saving in PP and had to open a 3rd account.
One of my accounts in US puts a hold on my on line access if I do not log on every 89 days.
Cash is King.
Thanks for the head's up,I will definitely land in PP ( in the past I'd cross from Thailand to Cambodia through a land border) when I do get a chance to get back to Cambodia. My ABA account was initially opened in PP. I understand we are dealing with different banks but I'd say I would encounter the same problem you've had if I went to a local ABA branch in the provinces.

I have learned a great deal from all the posters here:
-my SIM card needs to be in credit as well as used regularly,
-I can add a foreign number linked to my ABA APP
- I need to travel to the branch where the account was opened.
Many readers here may have known these things already, in my case they only came to light when things went very wrong, the pandemic triggered these chain of events. Thanks everyone.

How long has the SIM been out of use? Usually after the balance expires you'll have about a month where it can be recharged & activated again easily. On some, perhaps even as long as 3 months. If you have the SIM on you, get somebody here to charge it up via Wing, Pi Pay, scratch card, etc and see if it reactivates. If it is over 3m, you'd have to be using one of the telco long term plans that allow it to run for 6 months or so without top up. You'd have to do that conscientously, so guessing that's not the case here - but it is possible if you're planning to go away for an extended period.

With all the electronic top up options now available - starting with Wing in 2009 - ELEVEN years ago, it amazes me how many people still use scratch cards like it's 1999.

My SIM card has been inactive for over a year at this stage. I've now accepted that I can only sort this mess out by being physically in Cambodia. Thanks
