That's interesting, as I thought the SIM would be ok as long as it had credit on it, but if its as you say i.e. it must be used regularly also, that changes things for me. I thought I could just top up the SIM credit on my ABA app and everything would be fine. This makes it even more important to have a foreign linked number set up also.So another lesson learned thanks for raising that . Its amazing such a small oversight on my part and now I have a big problem.

It seems not, it looks like the active SIM card must be in the same phone as the APP when reactivating, and I'm not in Cambodia at the moment, and the code would go to Cambodia.So now to sort out the issue I have to go to the bank personally which I can't do for quite a while. I just did the same with my UK number after I let it lapse, need to give them the IMSI number (I think that's the right one, not the IMEI) which is printed on the SIM, and they can reactivate
I assume the same process in Cambodia?
Not sure if that will get the app back online, or if you could receive a code without the correct overseas tariff (maybe can add this during the call too?) But could be worth a try.

As an aside,
If you get a new phone, can you just whack the the existing sim in, install the ABA app and you're good to go?
Or, do you still have to go into an ABA branch to set it up?

Smart people will just download the App and log in. Me, I stuffed up so yesterday had to go to the bank for help.

If your ABA App is linked to a "current" Cambodian Sim Card telephone number and your ABA account is used regularly, you won't have a problem using it in a foreign country. I used my ABA APP in my home country for a few years without issues. However, with this pandemic, and not being able to go to Cambodia, I neglected to use the APP for over a year, plus I never "topped up " the credit on my Cambodian Sim Card. The result is ABA locked me out of the APP ,when I tried to access it they send a code to the telephone number linked to the account ie my now expired Cambodian Sim Card telephone number. I am now in the poo poo.
This was my own fault, as I simply took it all for granted.....I actually agree with the security precautions they have.

Me too. I put my UK sim in my phone and the app still worked. The problem might come when trying buy online, an airline ticket for example. The will want to send you a dynamic code. With ABA you can have that sent either via text OR email, so you still have a chance, but texts are much quicker than email and you have about 2 or 3 mins to put it in the system.
Did ABA close it's internet banking service and now only have mobile banking? I know they were planning to to do.

I had this issue with Canadia...they were sending my Cambodia sim card a 3 digit code.
But, I was in US using my US sim card...dual sim card phone..
I couldn't buy anything...
Plus, Canadia turned off my account in PP because I had used it for a year.
It was a savings account...my fall back money.
I ended up having to take bus from Kampot to PP and go to the bank in person...
Never dreamed my savings account would be frozen..
Plus, never dreamed that Canadia in PP is not the same as Sihanouk or Kampot...
Unlike US where banks have branches.
I got to Sihanouk years ago with checking and saving in PP and had to open a 3rd account.
One of my accounts in US puts a hold on my on line access if I do not log on every 89 days.
Cash is King.
But, I was in US using my US sim card...dual sim card phone..
I couldn't buy anything...
