Never liked the guy much, or football for that matter, but I guess he was a pretty good player when he did not cheat.

If I remember correctly, this goal was very soon after the hand of god goal. It was a piece of artistry. It's amazing how footballers can stay on their feet when they want to by avoiding bad/clumsy/late tackles. These days they will walk into one to try for a penalty instead of scoring a goal like this.

I heard an interview today with Peter Reid who was in the 1986 World Cup squad. He believes that Maradona raised his arm to the side of his head because he knew Peter Shilton, "who was about foot taller than him" was steaming in and was going to punch the ball as he was going to try try head it. It was a bit of protection. The ball hit his hand and went in. As Maradona was running away he looked at the referee and lineman, knowingly, and expected it to be disallowed, but as they both missed it and the crowd was going wild, there was not much he could do about it. The referee can't disallow on what he didn't see, and as his linesman stayed silent, the goal stood.
He thought there was also intense pressure on the officials given the huge Argentinian presence and the partisan Mexican venue.
Peter Reid didn't think it was intentional at all so, without intent, there can't really be cheating.
This might be a generous viewpoint on Reid's behalf but it does sound plausible, to me at least.

"Coming face to face with fellow serial shithouse, 'Butcher of Bilbao' Andoni Goikoetxea, who had broken Maradona's ankle in a previous meeting between the sides the previous September, our immaculately haired, barrel chested hero would lose the match but ultimately win the war."
Check how Maradona was viscously targeted all through the match - and the resulting pay-back..
