Here's some ATC recordings between them and the pilot. Seems that there was some serious fog going on and the pilot made an error by turning toward a mountainous area in an attempt to navigate his/her way to VFR conditions. But that's my speculation.

If he could not clearly see the 5 and 118 he should have said so, he should also have seen the exact location of the airport on his GPS, he f**ked up, flying lower than the tallest object in fog unless he was fully competent flying on IFR is not the best idea.
