how are cambodian taxes levied after that The tax rules for Cambodian citizens are currently the same as those for foreigners resident in Cambodia so no change. There is no Cambodian taxation for its citizens who live abroad so no change there also. Is there a test you have to sit for speaking and ...

There was a prakas on the fee. I thought it was more like 2.5 million, or about $600.

Has anyone ever managed to get this done without intervention?

CAB are back open tomorrow (Friday) as are the rest of the banks. Get in there before lunchtime and you should have value by Friday afternoon US, maybe as late as Monday to Europe depending on your luck.
