In answer to the question, I'd say the most under rated is Philippines, because it seems to have a reputation for being appalling, and is generally perfectly acceptable I found. In terms of the best options Singapore has to win hands down, but Cambodia would certainly be up near the top of the list...

For my steak night (which could be a few days running) I'd always go the 'french' place on riverside next to 130 street. Number 84K on the menu is the one I had, which I think is the pepper sauce version. Can get it with some tasty sauted potatoes. $9.50 with a lime juice, and was usually good.
