Given that there is a 14% withholding tax on interest for non residents (opposed to a 6% only rate for residents) non residents should be able to open a bank account. The bike warehouse on 1986 opposite Sen Sok hospital isn't all that cheap but has some interesting stuff. They are good for repairs, wheel rebuilding etc and usually clean your bike even if it's just a minor repair. I went past there today. The bike warehouse was no more. Now it's a big Khmer cafe ...

When I got a new DL at Aeon 2 last month they accepted a residence certificate which was at least 18 months old. Guess I got lucky.
