I would convert some into dollars and put it into a fixed rate deposit in Cambodia at around 6% per year. That way, you are getting a return and it can also serve as an emergency fund.

It seems more difficult to negotiate a better rate on fixed term deposits than it used to be. I was making one a couple of years ago and more or less got told "take it or leave it".

Walkabout used to be the go to place where you could always break 100.00. I usually break mine in the Supermarkets.

I always try to order new 100.00 bills from the U.S. to bring to Cambodia. If I get a torn USD note, I take it to the machines at NAGA, insert the bill and maybe play a hand or two and cash out and take the ticket to the cashier.

IMO, the cure for congested streets is to build more streets. Growing up in a suburb of Texas, and today in the suburbs of Texas, there are streets capable of handling traffic.
