To me, any type of thieving is bad enough, but to thieve from people who have very little and/or possibly living from hand to mouth on a daily basis completely sucks.
I completely understand why the locals hand out some re-education before the Police arrive. Do I agree with it - yes 100%.

Living in Cambodia really impacts your longevity. That guy probably wouldn't have croaked in his 50s if he'd had a proper medical environment. Its a bit frightening, but you are correct. The official average age of foreigners kicking the bucket in Cambodia was just under the age of 51 for the year ...

If it's what I think you're talking about, it's not that difficult to get one.
