Ohhh.... Most of them are underage. Unfortunate, but pretty standard practice. The beggar kids at Phsar Toul Tom Poung have been doing it for years. They tend to target tourist women, who, because they are kids, tend to allow them to get closer than they would allow an adult, even touching the kids...
