District police chiefs to be promoted, so they don't have to retire

A very original idea. Instead of raising the retirement age of lieutenant colonel police chiefs (who must retire at 55), the authorities have decided to raise the rank of all district police chiefs, so most of them will be at least ranked colonel (retirement age 60). This is thinking outside the box...
