I think some of the contradictions may be the result of the level, or even the person, the various agencies have as contacts in the Department.

If you want to avoid trouble with the police, apart from not locking up people in a house, try not carrying drugs nor using illegal drugs. Fuck your empathy, or no empathy to users of a certain drug, both weed and ice are illegal.
