What about visiting Angkor Wat more than once with this special pass? Has anybody done it?

If the intention is to make entry free for
long-term foreign residents they could have just said that these foreigners are to be treated on par with Cambodians, which is the proper thing to do anyway.

The original Khmer is not ambiguous, but quite clear:
"enter once a year without paying"

"daoy men bong thlai"
"without paying"

the Khmer original says "muy chnam mdong"
which translates "once a year"
