Yes of course! Just stay in local places to stick with expat folks who live there for a long time. Unless there are any political crisis you should be fine

I dont think the government will do that. Thai culture is still conservative and doesn't really accept the fact that they have this kind of business in their country. I know it's quite a hypocrisy but people will prefer keeping it illegal eventhough they can't really handle the black market.
