The announcement by the PP Governor was certainly designed to modify the original edict. It seems there was a surge of traffic trying to enter or leave the capital, but they were blocked at the usual places.

According to the Khmer Times, all travel restrictions have been lifted, except for the Red Zone areas of Phnom Penh and Takhmao, so it does involve a major change of policy. I live just outside the PP city boundaries, close to Nat. Rd. 1, and there has been a huge increase in traffic in the past hour.

The explanation of a leg ulcer makes a lot more sense. Gary sometimes had difficulty walking, particularly on the stairs at work.
