The announcement by the PP Governor was certainly designed to modify the original edict. It seems there was a surge of traffic trying to enter or leave the capital, but they were blocked at the usual places.

According to the Khmer Times, all travel restrictions have been lifted, except for the Red Zone areas of Phnom Penh and Takhmao, so it does involve a major change of policy. I live just outside the PP city boundaries, close to Nat. Rd. 1, and there has been a huge increase in traffic in the past hour.

The explanation of a leg ulcer makes a lot more sense. Gary sometimes had difficulty walking, particularly on the stairs at work. He told us it was a genetic condition that he had inherited and knew how to treat. It probably explains why he couldn't walk or get out of bed in his final days. Thanks f...

To answer the queries, 4 hours is the minimum allowed. If you trust the other party, you can arrange for more. From my experience and those of others, I wouldn't advise it.
