Phnom Penh Neighborhoods

Title says it, any recommendations on neighborhoods in Phnom Penh. I'm american if it matters. Cheap is good, but not being flooded and having electricity is also good. Are the blackouts and flooding all that bad? How naive am ?

I've been reading this thing http://www.movetocambodia.com, I have no idea if it's still even current...It seems to be fairly well researched. Good luck, I'm in the same boat, I'll be over there in mid-july. I figure I'll just read all I can and hope for the best.
