I have no idea how promotion works in the Cambodian hospitality industry, but in the US it is always from within. The thing is that he could have been paid $5 per month and the same people would be saying it is okay. Empathy is evil. Worker bees must work. Free market, blah blah blah.

He may have meant "people of color" which is a broad term used in the US to refer to everyone who is not white, not necessarily black people.
