I know of the issues with data collection, actual versus 'target' etc. But in my experience, across urban and rural scenarios, 8 out of every 10 people being able to read/write (and i'm setting a low bar) probably isn't too far from the truth. But then consider the number of city dwellers versus province dwellers, consider the age profile of the country. (City dwellers more likely to be literate, young people more likely to be literate). And perhaps, with the greatest of respect, your inlaws may not be representative of the whole country...
