Last week I asked at the ticket counter at the current airport if they will move to the new one. I was surprised when they said yes.
They told me the rate would be $35/car and $40/minivan.

I looked at availability last week for Sihanoukville/Bangkok. The twice weekly flights advertised were not quite twice weekly. A couple of times it was just weekly. And the flights were only available in August. Nothing beyond that... For the Kuala Lumpur flight you could at least book Sep/Oct/Nov....
