Because the final decision on the lines and schedules is not yet done? And the bus stops needs to be build? Some sort of bus depot is probably needed as well.

60 buses are more than I expected. Even with 20 stops, that may allow a reasonable frequency without having to wait several hours between pickups. Yep, the frequency should be decent. Looks good. I would think the airport-seaport connection will be popular among backpackers heading to the islands. ...
