Ok so I took the train maybe a year or two ago and it went from Bangkok to the Cambodian border which was fantastic and then I took a bus to siem reap .and first time as with the train and was absolutely fantastic and really very cheap couldn't believe it (much better then doing those bus journeys ...

If there's an average of 250 cases a day nationwide I would expect a max. of 25 cases in Phnom Penh every day. After all most people live outside of Phnom Penh. If you have a valid (unexpired) EB EOS when you try to return, it seems you will need a work permit to enter as well. From tomorrow you'll (supposedly) be able to link your StopCOVID app to your vaccination card, so when you scan into a shop or whatever it'll show a blue screen which indicates you've been vaccinated. Foreigners who work in Cambodia --including tourists and technical staff and their family members who have no invitation letter -- have to go through similar procedures set for foreign and investors. But they need to have $1,000 in hand upon arrival to ensure their expense on quarantine in Cambodia...

Baby steps... let's see what policy changes come by the end of this week (e.g. bars etc). I reckon they'll keep check on cases/deaths for a bit, then reassess their arrivals policy after that.

Do not book just yet. They are speculative flights only. As it stands the ban on commercial passenger flights between Cambodia and Malaysia remains in effect. Oh absolutely yes.
