If the fan is not spinning freely, It could be dust/hair around the shaft. If the fan can be disassembled once removed, then a good cleaning may fix. It looks like there's a HP Cambodia FB page, I would contact them. The odds of finding this exact fan somewhere in a shop are small I guess. Have you tested the fan with a 1.5V battery?
