Because he cannot visit the UK on his Cambodia passport. The UK embassy would not issue him a visa. So in order to visit the UK he is going to have to travel on his UK passport and to leave Cambodia on it, he's going to need a visa.

I tried to get a visa for my son in his Khmer passport to visit the UK and it was denied, stating that he is a UK citizen and I must get a UK passport for him.
