It's hit and miss - I know ppl who have been able to go to Phu Quoc but at Ha Tien they are told they have to stay in that province only. As someone who does not like minibuses in Cambodia, I would go to Psar Daemkor and negtiate a front seat in a decent-looking Highlander (or the whole car).
