Find a friend that has a van/pick up with a top in his name, (must be in his name to exit Thailand) and pay him OR someone that has a van in Cambodia willing to drive over and help you.

Ur biggest problems, as i have a good friend that is blind 1. Your new found friend will naturally want to lead you 2. Seeing a nice dog on a leash, people will naturally want to touch/pet him/her and you, being blind and not speaking khmer, wont be able to notice them coming or tell them, please do...

reading /writing khmer is no problem, just use any travel agent and they will walk her thru it at the passport office, regular passport is like $110, ( 10 years now) overnight service, maybe another $80 or so and than she can depart.
