I would certainly hope not at this stage of Cambodia's post Khmer Rouge era development.
Especially so given the number of young Cambodians with Khmer as their mother tongue and being graduates from the Cambodian Royal University Faculty of Languages.

The video you have chosen to post is one of a B52 bombing raids on an undisclosed destination/target.
