It seems like you visited Wat Phnom in the daytime or evening as they don't allow people up on the hill at night. The fence around the bottom is relatively new. Anyway it's a long time since I was through there at night but that's when it used to start getting wild.

ICU in Royal Hospital was about $1500 a day the last time a friend stayed there about 10 years ago.
