Considering Thailand's bad and worsening air quality, you'd have an excellent view of the smog (and not much else) from such a lofty height for half of the year (including peak tourist season). Selling that view to prospective new tourists could be a challenge.

As said, it works with foreign cards, but not with local cards yet. Same in Vietnam, in Saigon I saw many tourist hipsters pay with their phones at the minimarts.
