Well I know some Western academics whose works have been critical of China, and they wouldn't have dared visiting Hong Kong for a long time already. It's not like they needed this new law if they really wanted to get you.

That baffles me. I don't see any reason why a Western tourist would want to come to Cambodia specifically for the beaches. There are more and better beaches in other countries, both near and far. Is it that they come for Angkor Wat, then find that they don't really need as much time for exploring it...

My understanding is that you'll always get hit with their "foreign usage" fee on top of the exchange rate, with all their cards.
