I exited Cambodia via land (Poipet) in mid August with no issues.
I have several 12-month regular/business visa extensions and can't even spell "werk permit."
No issues at all.
I'm not suggesting anything one way or another, just sharing the facts of my experience.
(I admit, I was ever so slightly nervous while leaving, given the random reports of it happening, though.)
In MY own experience, and several others, nothing has changed regarding work permits since I first arrived in Cambodia some 7ish years ago until now.
If I was anyone working without one more I'd be in no great hurry to rush down to the nearest government office to sort the shit out.
