ive known a few people over stay their visas by a few weeks, one guy was only here on a month visa and he was telling me he had overstayed 3 weeks by accident... by accident??? 3weeks??? lol
ive had to pay a few fines before when extending/crossing borders, just the odd day or 2 though, just pay the fines no issues

still baffles me when people overstay their visas so long, if you cant afford the visa surely you cant afford to sustain yourself living here? the visas arent that expensive

Back to the OP: Note that these are not longterm expats, since both these guys were on TOURIST visas, so a 14 and 29 day overstay are quite a bit more than the 30 days allowed. They don't look much like accidental overstayers IMO. 1/The first guy also has an expired passport, which is not the sign of a law-abiding tourist who wants to stay on a few more weeks. 2/ it's only $45 for a tourist extension, so anyone overstaying longer than 10 days is probably not planning to pay up.
It is also possible that they were causing trouble or not paying bills, or that for some reason someone called the police and reported them.

Or maybe I'm the one who's wildly speculating, and they are just a couple of poor tourists who got arrested and deported for no reason. :beer1:
