They probably wanted him gone because every day he stayed it was costing them, as Nick has no funds, and his embassy was a no-show, so no chance of ever getting their money.
So technically they may have let him go, but probably they would have kicked him out anyway.
Hell would freeze over before a Khmer hospital would write off a debt if there was any conceivable way of recovering it.
