looking at the photo, there is a '' pay booth '' on the LH side. To me it looks like you will pay by ATM credit card. ,,,,, After that the barrier will go down and you can drive your car out. Maybe things are changing. But what comes first ? Preventing people from parking on the pavement or providing an alternative ? Whether people will use the carpark will depend on the price, but also whether they are discouraged from pavement parking. The carpark has to be way more attractive for the extra bother and price.
That said, if all the Lexus go to the carpark, that will leave more room for the Camrys. And if the Camry drivers also stop parking on the pavement, I guess the motorbikes will take their place.
And realistically, are Cambodians willing to walk the extra distance to and from the carpark?

Sure the carpark wins.
The drivers here hate to leave a car on the pavement where gas will be stolen/badges nicked or it will get clipped by motos and other cars driven by bad drivers.
Obviously, I mean nighttime or long term parking. I don't see the pavements being free of cars in the daytime unless some serious towing/clamping action happens consistently.
When I'm PP the car goes to a 24 hour garage. I pay 3000/4000R depending.

i usually use parking lots when i drive up to PP , there a few around street 172 and near Kandal market
