Costa Rica Doesn't Have Addresses

They address letters like " 75 meters West of where the old fig tree was near Burger King ". People have no clue what street names are and 25% of all mail goes undelivered. That they have a 75% success rate is miraculous. Link: http://www.wsj.com/articles/SB100014240 ... 4121477570

On of the Stans (Afghanistan?) has a similar problem.
Scarier than malaria.
