well tbh for starters scottish and welsh arent english so their accent is irrelevent
but yeah there is definitely no "standard" english accent where i live, you can go 30 minutes in any direction and everyone speaks completely different

They're not English but they speak English. Well, sort of. I worked with a dwarf Irish guy who was blathering on one day, finally we worked out he was having a go at the Yorkshire accent, but it took us a while to decode his Irish accent, much worse than a Yorkie.
