weird. i'm using chrome as well. try a "hard refresh" to make sure it doesn't have some weird legacy CSS/JS in there. i fixed the upper bar to the top instead of floating (as it was making issues for mobile users) and so you might have something sort of "stuck" in your browser history.

UPDATE: I just started using IE instead of Chrome and see immediate difference. Too early to say definitively, but I do believe the problem is with Google Chrome. The annoying screen shifting thing has stopped and no delays encountered yet using Explorer.

nice. just to warn you, i am in the process of editing the black bar even further... so there may be some weirdness.
however i still suspect you had some bad info stuck in your browser cache... especially since changing seem to have cleared it up. emptying your browser history for this domain may well fix it all. sometimes they get screwed up like that... especially if it's a case of "i know this file is as this IP" when in reality the IP changed... so they go looking for it there, wait, wait, wait, finally give up and check for instructions. but then never update their info, so do it all again later.
