Chinese funding has collapsed in China. Chinese banks are being forced to lend to collapsing business. There is no money left for overseas grand projects.
The era of easy no questions asked money is gone.
The airport is being completed through public bonds. Hopefully this will mean more accountability to the bond holders.

How will this new airport increase tourism to Cambodia?
30 million passengers/year? Current airport saw 1,365,735.000 arrivals in 2023, ( 2,071,907 in 2019))

Where do you get your numbers? Pre-covid total passenger numbers had just reached 6 million in Phnom Penh. Last year, it was almost 4 million. It's like what the Thais thought when they built the Suvarnabhumi. 45 million passenger capacity when Don Mueang only had a mere 20 million passengers annually just years before Suvarnabhumi opening.
The biggest struggle with current airport is cargo facilities.

And the 13/30 million figure is total passengers handled (phase 1: 13 million, possible phase 2: 30 million). So departures and arrivals, international and local passengers, all included. Phnom Penh airport handled 6 million passengers in total in 2019.

Yes, anytime I've flown out of here the passengers are mostly local. Then again they are always relatively short flights to the nearest large hub like BKK, Hong Kong etc

Are Cambodia Airports and Vinci now back in business for the long term, or are Vinci being pushed out by a Khmer owned Cambodia Airports? If Cambodians are having to fund it all, they might want all the money from operating it?

Vinci owns 70% of Cambodia Airports and Malaysian Muhibbah Masteron Cambodia owns the rest. Same as before. So no one is pushing anyone out. They are in business for long term.
