From the feedback of other CEO members, it does seem that the UK is pretty excessive in its demands. Comprehensive might be an understatement. Our own experience was also pretty poor- HMPO was still operating with staff working from home, and I suspect they had not put much thought into specifying how those staff should manage their home/office environment, or how the case loads were prioritised.

However, when it comes to the paperwork and documentation required, it is pretty clear what’s needed, up front. This is backed up by accounts of personal experience from several UK folk on CEO, and other than the time taken, it appears to be largely straightforward, if lengthy.
You say you’ve sent 3 lots of paperwork, it would be interesting to know what you sent in each submission.

In our case, supporting docs submitted at VFS in the first application were somehow mislaid/not received by HMPO. It was never properly established if VFS messed up in sending the documents, or if HMPO staff messed up in receiving the documents. The VFS form that was completed by VFS staff was a mess. The second submission was largely a repeat of the first submission, but I made sure VFS completed their own form properly, and legibly.
The only additional ‘document’ required (as I recall) was a letter confirming the other half’s ‘divorce’, signed/stamped by the Sangkat in the delinquent ex’s home village. By this point, the customer service team at HMPO had escalated our application with an internal service complaint, due to the time wasted.
