You can drop an anchor Yobbo but the chain is just going to continue to run out unless the chain brake is applied. A loss of ships power means it is possible that the anchor could not be stopped, no power means no chain brake (this is not a 10' tinny anchor we're talking about that you throw overboard at your favourite fishing spot. Even in a tinny it still takes time for an anchor to fasten onto the seabed and you are still going to be in motion even without power), released yes as that can be done by knocking the holding wedge out of the links in an emergency but power is required to stop the chain from unfurling too far. 760 tons (56 containers) of hazardous materials, not unreasonable for a ship that size. Anyway, that's the hazardous material that is properly declared, packed, and stowed accordingly.
