Don't ASEAN travellers have free movement? Perhaps they are only keeping track of those who receive visas or make entry at border checkpoints in international airports?

NO free movement
ASEAN get a 14 day stamp, (some 30 days) to Cambodia, Some, if living/working n border markets get day passes both ways
I am sure they are not counted
BUT the thais coming into to gamble are

The people who analyse international tourism in Cambodia simply use the airport arrival stats. They know there is no point including the land border arrivals because either they are mostly not genuine tourists, or they are only staying a few hours to visit a casino or they won't be spending significant amounts of money.
The article in OP did the same thing by ignoring the nationalities who provide the highest number of "tourists" but whose numbers are very low if you only look at the airport arrival stats.
