Haha, i know but you can transit even in Cambodia as there are different airlines and destinations to/from here. Of course not every single person who land in Cambodia stay here which was my point.

Maybe "transit hub" was a bit excessive but if numbers of travelers increase it will open up for more flights and more flights equal more transits as well. Consumers care more about price for the ticket then what airport they transit in as they wont enter the country anyway.

Transit passengers are normally travelling in and out on the same airline (or at least one that codeshares). That airline will be based at the hub. None of the Cambodian airlines are remotely close to offering anything like that.

City/Island planning and investments like this are not made for today but for the future, if you look 5-20 years into the future, how will Koh Rong and the country as a whole look by then? Also the local population is not the majority of the travelers going through these airports so there is no correlation between number of airports and local population.

The Koh Rong Airport will make the island a viable weekend destination, which its not today. The big question is how it will grow and become a attractive alternative compared to the surrounding competition.
