The majority of passengers that travel to Phu Quoc from Ha Tien are locals. If there was a ferry from Kep to Phu Quoc where would the ferry port be ? Mũi đá chồng port is the closest but to far out of the way. Bến tàu cao tốc ferry terminal down the coast is a much better location. I don't remember it having an immigration office though.
They also get busloads from Can Tho.
There is no 'official' immigration office at the ferry terminal. I suspect the visa-free PQ only option is not restarted as before they sent immigration ppl to the departure ferries and checked foreigners passports for eligibility only - last 2 trips they were there but didn't bother checking.
