I’m interested, as a girly bar owner, in how this place pans out. The local police near my bar came and inspected our setup, as we have nine rooms above the bar, all rented to staff. They made it very clear that we had to have a locked door between the bar and the nine rooms, and that no customers were allowed up to the rooms with girls. They said that it was not allowed to have a bar and available bedrooms in the same building. They said that constituted a brothel.
Having freelance girls instead is a slightly different situation. And whether paying them a commission for every drink they get from a bar customer constitutes ‘employment’ is also a grey area.
Getting money for a ST room into which a bar customer goes with a girl might seem to be ‘profiting from sexual activity’ but maybe the street 172 songkat and police view it differently there.

Frankly, nothing about "bars and women" makes much sense in Cambodia or Thailand...
Why or how the police do NOT call having to pay a "bar fine" a form of flagrant prostitution is beyond comprehension... As compared to a bar where women can come and go freely and take friends home as they please, which seems a much less fragrant form of prostitution...
I think the whole archaic system of employing women and to overcharge for their drinks and then to charge a fee to take them out of the bar was probably invented by the old Germans and Dutch way back in the days when Thailand was first becoming a hotspot for easy sex with attractive woman... Somehow, the formula caught on and spread far and wide . . . .
I realize the rent on bars is high and workers need to eat, etc... But running a freelance establishment still seems a less blatant form of solicitation...
Whether or not an establishment has rooms to let just upstairs is entirely irrelevant except to the legal definition of a brothel. (However, anyway, who would want to take a girl just upstairs when you could find more pleasant and private accomodations elsewhere?)
Of course, with the ever-growing physical fatness of so many young females from America, South Asia, Arabia and Europe, I doubt that southeast Asia will lose its appeal to men desperate to stick a sportive, slim young lady who can help them forget all the porkers back home, even if it's only for a too brief jerk-squirt in a dirty, cheap Cambodian dive . . . .

So off hand. If a bar had a system where these women rented a table from the establishment owner (with no other fees involved) and all who sat at that table were her's to do/charge as she wish - would this be tolerated

The problem with Phnom Penh when discussing the situation of taking a freelancer to a place where sexual acts can take place is that few if any short term (rooms for hire for 2 hours) hotels exist. There is a huge risk taking a freelancer back to your hotel for a bit of nooky. I don’t know about specific ‘love hotels’ in PP but the majority of guesthouses offer ST room rates on request, especially around the riverside bar areas. There are also guesthouses where you drive your car into a private garage and access the room discreetly from that garage so no one sees you. Interesting post. Up until now the local police have taken the view that you could run a girly bar OR a guesthouse, but not both in the same building. Places like Walkabout had rooms but the girls there were all freelancers who didn’t get ladydrinks. They were normal customers. So it was two consenting adults using a very convenient room upstairs for a brief consumation.
Freelancers getting ladydrinks is a grey area. Or has been until now. Times are definitely changing in the bar world. Until a couple of years ago girls dancing on top of bar counters was prohibited. So bars put in tiny low stages for girls to dance on. These days there are many bars with poles and scheduled dance acts on bar counters and big stages.
The clothes the girls wear has also changed. No bikini style tops were permitted years ago. Now virtually anything goes though it’s interesting that two months ago the new songkat boss of the bar areas called in all the bar owners and said his new rule was that no girls were allowed to sit outside the bars in sexy clothing, or to physically harass passing guys, as it offended local culture. This new rule hasn’t really been adopted by the bars yet…
