So, the typical economic philosophy of stopping demand is through increasing price. Not easy to do on the black market. And nevertheless, supply and demand are two sides of the same coin. One might even argue that with substances, there will always be demand. In other words supply reduction is equivalent to demand reduction in the drug market because it increases the price. I think this is a supply problem, personally, but let me know your ideas.
