Cambodia News, (Phnom Penh): On 26 May 2022, Ms. Chhun Davy, President of the Trial Chamber, held a hearing in the case of Sok Sovann Vathana Sabung, aka WILLIAM KONG, and his party, accused of a robbery at the home of the tycoon Duke An Sieu Mey.

The court questioned two defendants, Sok Sovann Vathana Sabung and Neth Phaimony.
During the hearing, defendant Sok Sovann Vathana Sabung replied that he had planned to rob the house of Duke An Sieu Mey and admitted that he had indeed robbed it.

Defendants: 1- Sok Sovann Vathana Sabung, alias Sok Sovann Vathana Sarapong, alias William Kong, Male, 44 years old, Occupation: Former President of the Khmer Rouge Party
2- Neth Phaimony, male, 42 years old (wearing a police uniform and an activist),
3. Name: Oramon, male, 33 years old,
4. Name: Sovann Ranut, male, 26 years old,
5. Name: Ket Mach, male, age 26 years old,
6. Sovan Srey Suryaporn, female, 28 years old (married to William Kong),
7. Thon Vattanak Borami, female, 27 years old.

The seven defendants were charged with aggravated theft, possession of a weapon without permission, forgery of public documents, forgery of warrants, wearing a police uniform, and conspiracy to commit aggravated theft under Articles 29, 353, 357, 490 and 629 of the Penal Code, committed on December 19, 2021 in Sangkat Choam Chao 3, Khan Por Senchey, Phnom Penh, at the house of Oknha An Sieu Mey.

Court to announce verdict on KRP ex-chief
The Phnom Penh Municipal Court announced that it will be announcing its ruling on the case of the disgraced ex-chief of the Khmer Rise Party, William Guang, next month.

Guang’s hearing ended this morning, July 7, and the court made the announcement after the trial. According to local news, the presiding judge was Chhun Davy and Kim San Hong was the prosecutor’s representative.

Guang stood on trial on charges of “theft under aggravating circumstances, unauthorised possession of weapons, and forging public documents”. He masterminded a robbery of tycoon Ean Sieu Mey, which took place on the night of December 19, 2021.

Cambodia News (Phnom Penh): O 2 August 2022, the Phnom Penh Municipal Court announced its verdict and sentenced Sok Sovann Vathana Sabung, alias William Guang, former president of the Khmer Youth Party, and six other party members to six to nine years in prison each. The sentence was made in connection with an armed robbery and burglary of a well-known online lotion seller, Ms. An Sieu Mey, which took place in Sangkat Choam Chao 3, Khan Por Senchey, Phnom Penh in December 2021.

Ms. Chhun Davy, the President of the Trial Chamber of the Court, read the verdict sentencing the seven accused below:
1) William Guang, who hails from Preah Trapeang province, Kampuchea Krom, and resident in Borey Peng Huoth, # 8, Street 3, Sangkat Chak Angre Leu, Khan Meanchey, Phnom Penh, was sentenced to prison for nine years.
2) Sovann Srey Suryoporn, a saleswoman, and the wife of William Guang, was sentenced to six years in prison.
3) 33 year old driver, O Ramon, resident in Prek Reang Village, Takhmao City, Kandal Province, 8 years prison.
4) 26 years old Sovann Ranut, living in the same house as William Guang, 8 year sentence
5) 26 years old Ket Mach, 8 years
6) 42 years old Neth Phay Mony, 8 years
7) Thon Vattanak Borami, a 27-year-old woman, was sentenced to six years in prison.

Judge Chhun Davy also ordered the seven defendants to jointly pay USD500,000 and KHR 200,000,000 in damages to the plaintiffs of the case, and they were granted leave to appeal to the Court of Appeal in accordance with legal procedures.

The judge stated that in this case that the seven defendants were prosecuted for "aggravated theft, conspiracy to commit aggravated theft, illegal possession of weapons, and forgery of public documents in contravention of Articles 29, 353, 357, 490 and 629 of the Penal Code".

The defendants were arrested by the Phnom Penh Military Police on 19 December 2021 in Sangkat Choam Chao 3, Khan Por Senchey, Phnom Penh and six firearms were confiscated as a result of the arrests.

Jailed ex-KRP chief faces another robbery charge

Former president of the Khmer Rise Party (KRP) William Guang and four accomplices were tried yesterday by the Phnom Penh Municipal Court for allegedly attempting to rob a real estate businesswoman last year in Kampong Speu province’s Kong Pisei district, but botched the robbery and fled.

Guang, who was the mastermind of the group, and his accomplices were charged with two counts of “attempted theft with aggravating circumstances and the unauthorised possession of a weapon”.

Presiding Judge Chhun Davy named the accused as Sok Sovann Vathana Sabung alias William Guang, 44, Or Ramorn, 33, Neth Phai Mony, 27, Sovann Ranuth, 26, and Keth March, 26.

The five accused on the morning of November 25, 2021, impersonating as police officers and armed with an AK-47 assault rifle and two pistols, stopped the car owned by real estate businesswomen Morn Davy while she was travelling along National Road 3 to rob her.

The plan failed as the victim refused to remain in the car and the driver fled. Realising they had botched the robbery, the accused also fled the scene.

The victim reported the failed robbery attempt to local police and she also filed a complaint with the National Military Police for intervention.

Davy and her driver identified William Guang as one of the robbers after the group was arrested on December 20 for robbing an online vendor.

Convict William Guang Sentenced for Political Prison Phone Message

(Phnom Penh): On 16 October 2023, the General Department of Prisons made a public comment regarding the Sok Sovann Vathanasabong alias William Guang case. It was noted that an audio political message was released by the convict from the 1st Correctional Center, and that the message was posted on TikTok social media.

On 26 September 2023, after seeing the message of the convict, Sok Sovann Vathanasabong/ William Guang,the spokesperson for the Ministry of the Interior has banned the use of telephones for the prisoner and all visits from outside the prison for two weeks.

How exhausting this all was.I just wish the Furnishing Police would show up and seize the gold drapes and furniture.And it’s still possible in 2023 to buy Police uniforms at Teuk Thla market for hiking in the forest.
