Cambodians get a cash refund, in riels of course, at the 4,000r exchange rate.

Cambodians receive the partial refund at the airport, they don't have to request reimbursement after their flight. At check-in anyone with a Cambodian passport gets a stamp on their boarding pass, which they then take to a counter behind the ATM's and get the refund on the spot.
