Obviously, among the local population, the requirement for a licence by itself will have zero impact on road accidents and fatalities. It would need to be entirely linked to a safety improvement which itself should be based on knowledge and skills. Otherwise, it would just be a revenue stream.
Clearly, also, there’s no easy or quick fix.
Even the most obtuse of politicians should not have difficulty understanding that. Given that they don’t have to worry about re-election every few years, short term results needn’t be an expectation, though.

The clarification followed widespread criticism on several social media. Critics said the time and expense required to obtain a licence would be challenging for many members of the public, as the economic effects of the Covid-19 pandemic were still being felt by many.
Sokha floated the idea while addressing the August 28 office taking ceremony of the new National Police chief. At the time, he mused that the move could reduce accident rates.
In an August 29 press release, the spokesperson unit explained that some members of the public appeared to misunderstand his intent. Although some adopted a negative view, it noted that the concept had also attracted praise.
“He [Sokha] simply recommended that we study our past experiences and the results we obtained from the implementation of several road traffic laws. We will conduct this study in the future,” it said.
“After the study is completed, we will be able to make a decision. If we do make a decision, we will have to bring the matter up with the Ministry of Public Works and Transport, as they are responsible for issuing driving licences,” it added.

Yeah, it's a farce. Testing centers for new licenses is a pretty basic facility to set up. They already have regional license and registration bureaus in all province, so why not simply open up the testing centers at these or nearby and assign a period each day, morning, for testing, and afternoon for vehicle registration? Pretty easy to organize, but...
The thing is that officialdom here is nepotisticly inherited and everyone below the top dog is powerless to enact new programs. The glacial slowness of doing even the most simple easy things here is comical...
Unless the PM sees the broken streets in Boeung Tumpun in person, nobody has the power to pave over the cracks and holes. This is the main drawback of an absolute monarchy... Er, dictatorship........
