Sihanoukville Kidnap Victim Tortured with Electric Shocks
Cambodia News, (Preah Sihanouk Province):The specialized force of Preah Sihanouk Provincial Police received information on the night of August 27, 2023,that a group of three suspects kidnapped a Chinese man, forcing him into a car while he was leaving a villa located in Village 5 in Sangkat 4, Preah Sihanouk Province.
Immediately after receiving this information, the police conducted a thorough search until 22:30 the same evening, when they learnt that the kidnappers had released the victim who suffered minor injuries and was being treated at a hospital. At that time, the police went to interview the victim of the kidnapping, and he said that the Chinese gangsters stole his telephones and forced him to empty his bank accounts. During this time, they locked him in a room and tortured him with an electric shock baton, before releasing him that night.
After listening to the victim's explanations, the Sihanoukville criminal police task force went to inspect the location of the kidnapping, but there were no people in the house, except for a Chinese man outside, at the wheel of a black ALPHARD with license plate number 2BW-1986. After searching the foreign man's room at this location, police found drugs, scales, and packaging, as well as telephones and documents; police then asked for and received an arrest warrant from the prosecutor's office and took the driver into custody.
